Searching for an older romantacy novel I read in 2008 where a sea king falls for human woman

I'm searching for a book/ author I read in 2008 where a sea king takes unmarried women as slaves. The book starts with the FMC at her mother's beach wedding. Suddenly all the women are in some sort of trance and start walking into the ocean. The king ofc falls in love with the FMC.

I also recall small details, like there was a side character who was made mute from an abusive ex and although she starts out terrified of all the men, she finds someone to love. There may be harpies in the book and the King's name started with a V.

I recall really enjoying the author's book, so I wanted to see if she has published other titles in the same genre

I need help deciphering my horse's medical record

For context, I brought my horse (G26) to a clinic for possible ringbone surgery on his left front leg. He was not a candidate, but the vet gave him and intra-articular steroid injection that seemed to help a lot. His regular vet is able to do these shots but wanted to double check the record JIC and we can only make out a few words. I reached out to the clinic but they take a very long time to respond if they even do respond.
