Whta's the logic behind new builds having no flooring but fitted skirting

Purchased a new build and recieved it without flooring which I knew beforehand but then why the skirting are already fitted?

Now the flooring installing guy provided a new quote to remove the skirting do the flooring then refit and paint the skirting. Or install another smaller skirting in addition to the existing one which I'm against.

And I'm stumped... Why would new builds come with a fitted skirting if the buyers are going to install flooring first thing after getting the keys?
