Dell E711p VGA Monitor Help! (with ⊹₊˚ videos ₊˚⊹)

I found a Dell E711p that someone was getting rid of. It turns on and displays a "Check Signal" OSD when the VGA cable isn't plugged into anything and the picture looks normal.

When I use my HDMI to VGA adapter (I've tried a passive adapter and an active one) there is an unstable horizontal line at the top of the screen accompanied by some faint/soft clicking that seems to be sort of rhythmic(?)

I'm kind of scared to open it up, but looking through the vents with a flashlight, there's clearly a lot of dust which I've tried to clean with compressed air to little avail. From my understanding, which is next to none, a horizontal line could mean some collapse of some sort and clicking could be arcing in the HOT, but the line isn't in the middle of the screen and the clicking isn't random or snapping sounding.

I'm confident enough in my soldering abilities to replace the cable by splicing it if necessary, but I'd love to know if this issue could be

Troubleshooting I've done:
- Cleaned VGA port to remove some rust/oxidation

- Tried two different computers: 2021 Macbook Pro with HDMI port and MSI GE72MVR 7RG

- Tried two different HDMI to VGA adapters: One was powered and one was not

- Tried using the HDMI out on my USB hub

- Wiggling the cable does not change anything about the picture, though it's pretty hard to tell since the picture is so unstable

I'd really love to get this monitor working if anyone knows what might be wrong / has any advice (˶ᵔ ᵕ ᵔ˶)
