Will diluting pure Castile soap in a foaming hand soap pump reduce its efficacy, does anyone know?

Unscented Dr. Bronner's liquid soap is a good facial cleanser / makeup remover, and I would like to have a two-for-one situation with hand soap, as well.

I am fine with the foaming situation with my skin for the makeup removal, but I want to make sure my hands are as clean as they reasonably can be!
