Refilled my tub for the first time and only 1 of 2 jet pumps can start. When filling I forgot to fill from the filter intake.

I've tried everything I could, and cycled the jet pump between off/low/high many times. Nothing is getting the air out. The jet pumps are Watkins wavemaster 8000 and they don't have any bleeder screws.

I am all out of ideas, maybe I need to just drain the tub halfway and then fill it up again through the filter compartment pipe?

Anyone know how to fix air lock when it's this bad and you don't have a bleeder screw on the pump?
