Playing things out loud on phones

Obviously this is a thing people all over the world do. But I was just backpacking through Vietnam for one month and I noticed almost everywhere I went, including in hostels, people were playing reels and stuff out loud.
Please help me understand- what is the cultural norm for this?
Where I am from it is considered very rude and inconsiderate to make everyone else put on ear phones or tolerate your noise. It was driving me crazy especially in the dorm rooms since I like to read. Again, it’s a worldwide thing, but I’m trying to understand why it was so prevalent in Vietnam.
