Best way to run affiliate programs for SaaS? (especially for $20/month plans)

I’m building a SaaS for cash-on-delivery eCommerce (local market focus). I want to launch an affiliate program targeting media buyers/performance marketers.
My highest plan is $20/month, so I’m trying to figure out what actually works at this price point.
Main questions:
- What payout model works best (CPA, rev-share, or hybrid)?
- Do you pay lifetime commissions or limited duration (3–12 months)?
- What % is sustainable for low-ticket SaaS?
