Danielle Ray Bids Farewell to Professional Squash After an Incredible 17-Year Career

I own a brick home built in 1898, and this spring I'm seeing some damage around the foundation, presumably from freeze/thaw cycles over the winter. (See first photo).
I can see that a previous owner did a repair (second photo) to a similar section further along the wall, presumably to address a similar problem in that area.
I would like to perform a similar repair to the damaged section, but I'm not sure what was used. It looks like concrete, but more viscous?
So my questions are 1) Is this something I can do myself? (I'm reasonably handy), and 2) If so, what sort of mortar or concrete should I apply over this section of the wall to prevent further damage?
Thanks in advance!
