How do I get this dude to behave?

This is Fred. I love my cat, don’t get me wrong, but he’s actually the fucking worst cat I’ve ever met. He’s just an absolute shit head. I love him to bits, he’s so handsome and he CAN be sweet when he wants to be, but 90% of the time, I cannot stand him. I swear he was put on this earth to find me and wreak havoc in my life.
I’m a strong believer in not bringing animals back to a shelter once you’ve adopted them, so I refuse to bring him back, but I am at my wits end with this guy. Has anyone else ever had an absolutely awful cat and how have you gotten through/past it?
And trust me, I’m not exaggerating, my family feels the same way. He’s just awful. So handsome and we love him, but awful.

ETA: sorry i probably should have explained better.
- He is constantly trying to eat plastic, I don’t know how he hasn’t died yet from the amount of plastic he’s eaten.
- I have tried a million things to change his litter box environment, he insists on pooping on the mat right outside the litter box.
- He is always knocking things over, breaking things, causing a ruckus.
- He’s mean. He can be so lovey sometimes but usually only towards my husband. He scratches people, he scratched my 9 month old baby in the face today. They were just sitting beside each other the floor, my baby didn’t even touch him and Fred just lost his shit.
- He’s always in the way, walking under your feet, getting stepped on.
- He runs onto the outside balcony all the time (he’s an indoor cat and we live in a second storey apartment).
- He’s always getting into things he shouldn’t be and he doesn’t listen worth a shit.

I know this all sounds like normal cat things, but the way he does it is just so next level and it has never gotten better. He’s 4 years old, we’ve had him since he was 2 and he started out so good and it just got worse and worse and he’s driving me up the wall.
