Can I be denied under a PACT Act supplemental?

So, thanks for all the help here! I had put in a claim in October 2025 for Parkinsonism due to exposure to Trichloroethylene. In February, the VA denied me saying "You have a Disability but it's not Service Connected".

In March, I was officially diagnosed with Parkinson's. I got with my VSO and wanted to file an appeal. In the session, he asked me if I was Stationed in Guam, which I was, Oct 78-Jan 81. He then checked paperwork and informed me I came under the PACT Act and my Parkinson's was presumptive. We then filed a Supplemental indicating this.

I had the C&P exam with a neurologist on May 5th and she filed her report on May7th. Yesterday, I got emails from Leidos QTC and Optum Serve stating the VA wanted C&P exams. I called them and found out that the VA wants ANOTHER C&P exam on my Parkinson's to get a "second opinion".

Talking to my best friend, (a big time pessimist), he said that the VA is trying to deny me because that's what they did to him, (he only had a TERA memo for his condition). I told him that By Law, the VA HAS to give me Service Connection and a Rating.
