Tried following this and immediately ran into a problem first step.

Whenever I enter the IP address in the first step, the connection times out.
I tried other browsers.
I pinged it with Powershell and the ping timed out too.
I did my best to try to get the firewall to unblock the IP by following this tutorial but it didn't seem to help.
Can someone help me?
