Rich houses deliberately prevent the commoners from parking near our own residence

I don't think much can be done about this unfortunately, but I am curious what other people would do.

I live in a teeny tiny little town and in this town there's two sides to the street, my side that is all flats, about 30 flats in total none of which have driveways.
The other side of the street (and just the rest of the village in general) is all large expensive homes all of which have driveways that extend round the back of the house and can fit about 5-7 cars in.

On the flats side of the street there is a layby with about 7/8 parking spaces if we all tuck in nicely, and on the expensive homes side of the street there is about 4 more spots you can park if you're willing to mount the high curb and park on the grass.
Other than that the entire town is double yellows and the next closest public parking space is without exaggeration a 15 minuet walk away.

One of the owners of the rich homes instead of using their large driveway takes in upon himself to park all of his 5 vehicles in the public parking spots before using up a single part of his own driveway. It is not entirely uncommon to come back to find 4 of his cars parked with such wide gaps that the 7 car layby is now a 4 car spot. With his work truck parked on the grass on the other side of the road.

if you manage to get a parking spot he even will become aggressive on occasion, I've had family members and even my driving instructor mention how they were pushed out of the public parking spot by a dodgy looking van man, and the other day my neighbour mentioned how he threatened her and said he would smash her car up if she ever parked there again.

Despite the fact again, this man has a driveway that wraps around his house that he doesn't use...
