1980 Rockwell Model 14 Woes

So I bought this saw going in with no idea what to ask, and I'm feeling like I got hustled. The upper tire was dilapidated rubber, the lower one wasn't there. As you can see from the pics, I took care of that.

Next is the lower guide assembly. The bearing is able to freely slide left and right. My guess is there should probably be C-clip holding it in a fixed lateral position, but i haven't disassembled the fixture yet. I'm very open to a variety of suggested remedies, and i can take more pics of it would help. It also seems like the bearing might have a larger or diameter than it should. The pic included here shows the band's teeth ready to impact the bearing.

Next is the upper guide. As you can see from the images, the little square blocks are not remotely centered. There's no adjustment possible to have the holder move over at all, and I'm starting to wonder if this larger guide assembly was from a different model or model year. I found an image online of a guide where the weld to the shaft ring is not perpendicular but instead somewhat offset to one side. I think that bias is what I need for this thing to center the fixture properly around the blade.

I'd really appreciate some advice that helps me get up and running so I can do hobby stuff. I can go pull serial number info or anything else that might help get me to a solution. Thanks in advance.
