I’m thinking something like regular Law & Order but in the 1970s or 80s.

REAL high crime rates, not just people thinking it’s out of control.

Corrupt cops everywhere. NYC’s fiscal crisis.

And some origin stories for characters we’ve seen or their parents. Briscoe, Cragen. Maybe Stabler’s dad and/or Griffin’s dad, depending on the timing.

Maybe call it Law & Order: Fear City, after the PBA’s campaign in response to the fiscal crisis.

The biggest problem I can think of is that production could be more difficult. You’d have to get proper vehicles and costumes and wouldn’t be able to always use the modern Manhattan settings.
