For example, Jinhsi S2 doesn't allow her to get max stacks when she's off-field for more than 4 seconds, it's out of combat, so she can only use that once in ToA and Whiwa.

the 1200% burst only being a one time thing at the start wouldn't be cool. But It's a nice overworld QoL I guess
