Human Services phone call sounding like a low grade scam - how to complain?

Just had a legitimate human services agency call where they immediately demanded my ssn and birthday on pickup, used an address I've never written down as my identifying address, and would not identify themselves beyond "(Insert California) County" unless I gave them my ssn at the threat of cutting my benefits.

Additionally, they did not specify that they only wanted the last 4 digits of my ssn.

They did text me with my appointment time a few days ago, but as I didn't set this appointment myself, I had forgot about it and it was a majorly inconvenient time to begin with as I was in a mandatory attendance lecture.

I am nearly certain a public agency wouldn't be able to get away with being quite so rude should their primary services not primarily be aimed towards the poor and the politically powerless in a nation governed by lobbyists. Even so I suppose I should toss my complaint into the void.

Does anyone know where I can file a complaint as apparently this phone call's lack of identification was due to newly added regulations that may or may not be specific to California? This new rule seems extremely foolish as I wouldn't expect anyone to just give out their ssn to any random entity.
