I read this chapter book in about 6th grade, 2000ish, but the book was likely older than that. I would guess from the 90s. The main character was a girl about the same age. I distinctly remember in one scene she was making a meal: a bowl of tomato soup with a mound of mashed potatoes on the bottom and sliced hot dogs floating in it. She may have had a dog but I don't remember anything distinctly about the book besides her recipe.
