Low FPS on Great PC

Please help

I bought my pc off of facebook marketplace (new) last December, and everything was fine with it up until recently. I just started playing Forza Horizon 6 and it is performing awfully. I am only getting about 30 fps on the lowest available graphics settings when my PC should be crushing this game. I have noticed the same thing in other games as well, like SOT and R6, but FH6 has been the worst by far. I've been looking for a solution and nothing seems to be helping.

So far I have verified the integrity of the game files, made sure my cable was plugged into the GPU, and downloaded the most recent drivers from the NVIDIA app. Neither my GPU nor CPU seem to be overheating, as they hover around accepted amounts during gameplay. My GPU seems to be pulling the correct amount of power. My RAM is plugged into the correct spots and XMP is enabled. My memory usage isn't near maximum so I don't think any background apps are eating up resources. My internet connection is stable. My GPU is hovering around 95% usage while gaming at these low FPS and my CPU is almost never evenm over 50%. I play on an Ultrawide moniotor connected by Display cable and run my games at 3440x1440. My FPS readings are coming from the NVIDIA overlay app, which also shows me GPU and CPU usage at any given time. It also shows me my GPU temp.

My specs are as follows:

CPU: Intel Core i9-12900KF 3.2 GHz 16-Core Processor with liquid cooler

Motherboard: Gigabyte B660 DS3H AC DDR4 ATX LGA1700 Motherboard

Memory: PNY XLR8 Gaming EPIC-X RGB 32 GB (2 x 16 GB) DDR4-3600 CL18 Memory

Video Card: PNY OC GeForce RTX 5070 Ti 16 GB Video Card

Power Supply: Apevia ATX-PR850W PCIE5.0 850 W 80+ Gold Certified ATX Power Supply

I'm worried it might be something like the drive I have the game installed on is failing or something like that, but according to the Windows tool, nothing is wrong with the drive. Could my GPU be seated incorrectly? I took my GPU out recently to install a new SSD, and I am worried I might have damaged it in some way.

I am open and desperate for any advice, any suggestions would be greatly apprectiated!
