Surface Pro 11 Wifi stuck on windows logo

Hey, we have some problem with my partner's surface pro laptop [1]. After travel when took out of backpack we found it hot and unresponsive, seemingly stuck on boot with windows logo.

We failed to restart it. Occasionally it makes a sound like it'd turn off but then comes back to the windows logo and nothing else. We have tried

(1) holding the power button for at least 20-30 seconds (sometimes the screen goes off but not always; but if it does it comes back to the same windows logo and nothing else).

(2) holding the power button together with volume up / down -> same as on (1)

(3) holding F4 when trying to restart -> same, not effect

By partner has some not backed up data there so at least we'd want to get in a recovery mode to connect portable disk to move the data out.

The laptop stayed plugged in whole night, but that didn't change anything.

I am mainly Linux / Mac user so a bit out of depth with modern windows machines - back in my day it was slamming CTRL+ALT+DELETE to have it restart or the button on the case would do it for me... Could then boot it into some linux box, mount disk, and move data...

Middle od the night on M25 and 40mph limit...

No cars, nothing, empty road. But variable speed limit of 40 mph. What's the logic behind it escapes me...

So... Seen quite a few discussion and experienced myself that this car is more prone to oversteer than in original AC. Do you enjoy driving it as it is now in Evo? Or do you tune the settings to minimize that power oversteer on corner exits?
