Water trapped inside the side mirror housing during carwash and rain which is causing watermarks from the streak.

I tried everything from blowing with a leaf blower to tying a microfiber cloth on the side mirror.

I took it apart the side mirror housing and found this foam strip under the side mirror mounting. I suspect that this weather strip is soaking and holding the water. My question is can I rip this off or wrap it with some sort of rubber tape? What is the purpose of this?
