BAMF says no courses, Jobcenter says not our problem… so how exactly am I supposed to integrate?

I honestly feel like I’ve hit peak German bureaucracy and I just need to vent.

I live in Berlin with a residence permit under §28 (parent of a German child). I work part-time, I pay my own expenses, and I’m genuinely trying to integrate — starting with learning German properly.

So I tried to enroll in a VHS German course. I’m even willing to pay for it myself.

They tell me:
👉 “You need a letter from BAMF or Jobcenter.”

Okay, fair enough.

I go to Jobcenter. They say:
👉 “You don’t receive benefits, so we can’t help you.”

Cool.

Then I contact BAMF. And this is where it gets ridiculous.

They reply with a long email basically saying:

  • Yes, people like me (under §28) normally have a right to an integration course
  • BUT this should be handled by the Ausländerbehörde
  • AND currently (2026) BAMF is not giving any new approvals due to budget issues

So let me get this straight:

  • VHS → “Bring BAMF/Jobcenter paper”
  • Jobcenter → “Not our responsibility”
  • BAMF → “No approvals, try Ausländerbehörde”
  • Ausländerbehörde → (no clear info / haven’t given anything)

Meanwhile I’m just here like:
👉 I WANT to learn German
👉 I can PAY for the course
👉 I’m raising a German child here

…but I still can’t even enroll in a course.

It honestly feels like:
If you depend on the system → you get access
If you try to be independent → you get stuck in limbo

I’m literally trying to integrate and improve my life here, and the system is blocking me at every step.

Has anyone dealt with this exact situation?
Do I really have to chase the Ausländerbehörde now just to get a piece of paper?

Berlin bureaucracy is something else…
