Is this a public water shutoff valve?
Our shutoff valve inside our house has a slow steady leak. When I called a plumber to fix it, he could not find the curb shutoff valve from the public water line. He called PA American Water, and their person said that one would need to be installed! I have called American Water numerous times to see when this would happen, and they have not followed up. I noticed this half way up the lawn, by a retaining wall, and wonder if this is the valve.
