What is the best way to fish for chesapeake Blues and striped bass from shore at a low/outgoing tide from shore and jettys. I never have much luck so I am thinking I am just fishing it wrong

I need a budget combo for a trip this September. My budget is 80-150 max, heavy rod, and preferably baitcaster but don't matter the much if it is or not
