Contractors who handle after-hours emergency calls — how does the decision to roll actually work in practice?

Considering acquiring a small home service business, and trying to understand the after-hours emergency part.

The way it looks to me, when an emergency call comes after hours, my decision is pretty simple

if I have someone available, it’s in our area, our type of work, would I ever say no? Do I ever hold out for a bigger emergency if the first call is small?

-thinking here of an answering service, and how to give them a simple - yes/no book it method

if I have no one to send, can I try to stabilize the situation, stop the immediate emergency, and try to get them scheduled for first available?

Is that the whole decision tree, or is there something more to think about?
