Rewards for test scores and IEP violations

My kids go to a school in Klein ISD that has a principal who created tests that are given every so often. They are scored on”does not meet expectations“, “approaching expectations”, “meets expectations“ and I think “masters expectations“. It’s been a really strange year because these tests are not a state test, nor are they even a district test. It’s something he has come up with. The issue is, the rewards. If you get Masters you get 2 or 3 scoops of ice cream, down to if you get does not meet you get nothing. Kids with learning disabilities are constantly left out, get nothing. Am I crazy or is this a violation of sped student rights? And also, why is this allowed? The school staff have an issue with a lot and there’s been a huge turn over in teachers and about 20 not returning.
