Need help deciding!

I had this extra Mega Charizard EX UPC Promo with hopes of getting it graded and replacing the PSA 9 in my collection for a PSA 10. Does anyone thats very knowledgeable say this would likely come back as a PSA 10?

PS. The little specs of white on the photos is just the top loader being a little bit dusty, my room ain’t the cleanest right now.
