Initial release of my new notes tool

Seems like people liked what I had originally, so after a bit more work I've decided to release this tool to the public. I've added some things and taken some feedback since then. Full feature set is in the repository. Enjoy.

Originally meant to be a quick project for myself but I'm now considering releasing this to the public if you guys are interested in yet another one of these apps.

Intended to be tightly packed but easy to use on PC. I've added all the features I've personally wanted from these GUIs, but the map section is not yet started.

Current features:

Modded colour support (from The Other Roles mod)
Per player note taking
Per player vent tracking
Important lobby settings notes
