Promotion to Commodore or Rear Admiral ?

I'm kinda curious if in Starfleet when a captain gets promoted into the admiralty ranks are they promoted to commodore or the 2 star rear admiral. We've seen plenty of examples of commodores and 2 stars but what do you go into right after captain ?

Command level ranks in non command divisions

I wanted to talk about rank progression in non command divisions. Before everyone's mind goes to the Enterprise A where Scotty and Spock were captains but performed the roles of department heads and not starship commanders. I think this is more so about advanced ranks in divisions that were never meant to have captains and admirals but occasionally do.

I feel that on starships the highest rank that an officer can be is a full commander. Usually these are department heads on larger starships or in command of smaller operations like a sector field officer or in command of a small base.

I'm curious if each division has captains and admirals as something other than a ceremonial rank. The head of Starfleet Security is an admiral. We saw a few examples of that in the tv shows. The permanent head of Starfleet Medical is an admiral, we saw that in Picard. The most famous case is where Scotty became "captain of engineering". So is the head of Starfleet Engineering Corps an admiral ? We did see a yellow uniformed admiral in The Die is Cast.
