Can anyone help me figure out if this chopper figure is licensed, or its name?

For context I’m a big fan of chopper from one piece, I own about 300 of his figures and prefer official licensed merchandise only.

This wasn’t listed on Myfigurecollection anywhere at all but looks quite genuine, and is the first and only arm point figure I’ve ever seen so it intrigued me. I bought it off a seller on Mercari who sold me two other old figures that are 100% licensed. This figure seems very similar to the “One Piece Real Figure” clear ver.
