Does anyone know why Smasher isn't Gaming Legends series?

V and Johnny are marked as Gaming Legends and they're from the same game as Smasher.

I thought it might be because Smasher was also in Edgerunners but if that was the reason wouldn't he be cel shaded to represent the show being an animation? But that can't be the reason as he's clearly modelled after his design in 2077.
