Got a rating decision that contradicts itself. Cover page sleep apnea is granted service connection, rated at 0 percent with no effective date. The section for sleep apnea says it’s considered 50 percent via CPAP (secondary, “but for”) also says effective date of 20 May 2025. It says they have assigned 50 percent evaluation. So I log into VA.gov and it shows it’s rated at 0 percent.

Is this an HLR or can they just fix it?
