Need advice from nurse and pharmacist in Quebec

I bought the Bexsero vaccine for our 1 yo kid, prescribed by the pediatric family doctor. I have asked the pharmacy about the storage when ordering it because I know that vaccine has a very strict cold chain, but I don't know enough on the details which brought me to this rabbit hole. Pharmacist initially was going to sell it to me and told me to keep it in the fridge until the appointment. I asked if the home fridge is strong enough, then the pharmacist told me no, it requires a special fridge to keep it effective. So I decided to pick it up on the day of the appointment. On the day of the appointment, I picked up the vaccine from the pharmacy, it was given like a normal medication in a paper bag with bunch of papers. I arrived at the CLSC for 12 month routine vaccination + Bexero (confirmed with the CLSC that they will administer this), the nurse saw that the vaccine did not come an ice pack to keep it cold, refused to administer it because the cold chain was broken, and we should get the pharmacy to refund it or replace it for free. I told the nurse the pharmacy will not likely to do so, and I will be assuming the cost of 160$. The nurse told us that the pharmacist should know because its their job, as for me as a parent, wouldn't be able to know any of this.

So I went back to the pharmacy. The pharmacist greeted me basically denied everything, putting the blame on CLSC saying that the instructions from CLSC weren't clear, and told me if I want they can sell me a new one. I asked for the manager, and the manager apparently is on vacation.

What should I do now? Is it worth to fill a complain? I don't even know who is right here, but all I know that I am the one being penalized for being a parent and for trusting them, my child did not get Bexsero vaccine, and I am at -160$
