Laptop or tablet recommendation please

If it runs the OS and doesn't take 10 minutes to boot then I'm happy.

basic web browsing and using spreadsheets like Google sheets. Schwab stock screener

no gaming

* **Any specific requirements such as good keyboard, reliable build quality, touch-screen, finger-print reader, optical drive or good input devices (keyboard/touchpad)?**

if it lasts a year im happy. i can attach an external keyboard via usb along with mouse.

I bought a Chromebook a couple years ago. It mostly suits my needs, but I just don't like chrome OS. I bought it because it was like $100 on sale and ran android apps. Got my value from it easily but want a small upgrade.

I'm looking for a windows laptop or even tablet that is budget. Only gaming I do is OSRS, and I can do that on the Chromebook which I will be keeping.

My only real concern is, I don't want the laptop to be so cheap that it barely runs the OS with the hardware included. It would only be used for simple web browsing and making spreadsheets etc.. for a business. Also would love to run Schwab's stock market screener, as that's not compatible with the Chromebook.

I'd prefer it isn't refurbished, but will consider due to potential lower price. Budget is maybe $400 max, but that's pushing it.
