Hello everyone!!

Wife and I are in Paris (her first time) and I came 13 years ago. A lot has changed since then! One question is we were gift shopping at the shops near Notre-Dame de Paris and spent 140€. I asked the person at the register for a VAT tax form but he said he did not know how to fill one out and he did not have one. Is this normal? I did not want to argue or further discuss because did not know the norm and if VAT form only applied to bigger stores.
