US Consulate Istanbul F1 221(g) – Is Origination Scan a Bad Sign?

I had my F1 visa interview at the U.S. Consulate in Istanbul on April 28. I was given a 221(g) and asked to submit my transcript. They kept my passport. I sent the requested document by email the same evening without any delay.

There was no update on CEAC until May 20. On May 20 around 11:00 AM, I filled out the “Contact Us” form on the U.S. Consulate website asking about my case status. I never received a response, but later that day around 4–5 PM my CEAC “Case Last Updated” date changed. However, the status still remained “Refused.”

Today (May 22), when I checked my passport status, I saw “Origination Scan” twice. But my application status still says “Open,” and I have not received any passport shipment email yet.

Does this sound like a denial, or could it still be under administrative processing?

Rusya’da “cheese sauce” diye geçen bir sos var ama bildiğiniz cheddar sos gibi düşünmeyin, bambaşka bir şey ve inanılmaz iyi.

Araştırdığıma göre bu sos neredeyse sadece Rusya’da var ve orada aşırı yaygın; neredeyse her fast foodcuda bulunuyor.

Rusya’ya her gidişimde elimden geldiğince yiyorum, resmen stok yapıyorum.
