What if Formula 1's next team was owned by the fans?

I am currently building out the concept of a fan first formula one motorsport team trying to answer the question of "What if Formula 1's next team belonged to the fans?"
Sports such as Fútbol and American Football have teams who have successfully done this giving the fans part ownership in a team. Our goal is to provide the same opportunity to the growing fanbase of Formula 1. Here's the plan which I am asking permission to execute on starting inside of the formula 1 subreddit:
Phase 1: Phase 1: Build Demand
Prove that the idea resonates win the fans.
Key Metrics:
• Supporters Headcount
• Countries represented
• Social following
• Media mentions
• Ownership interest surveys
• Community engagement
Phase 2: Build Credibility
Get:
• former drivers
• motorsport journalists
• investors
• sponsors
...involved as advisors or supporters.
Phase 3: Fan Ownership Vehicle
This is where lawyers come in.
Fund:
• Self-Hosted Reg A+ Fund
The exact structure would depend on:
• country
• securities laws
• investor requirements
Phase 5: Acquire A Racing Asset
Start small, grow big:
• F2 team (If team is for sale at needed time)
• F3 team (With FIA clearance)
• Significant minority stake in an existing operation
Phase 6: Second Fan Round
Allow those who missed the first round of funding join
For:
• Larger media presence
• Larger fan engagement
• More credibility and working capital
Phase 7: Karting/junior program
Build a funnel of young karting racers to bring into our F2/3/4 teams
Build:
• Karting team
• Pipeline of 8-10 drivers
• Media presence allowing fans to see their money support driving careers
Phase 8: Big Money to unlock Formula 1
Bring in Private investors in Formula 1 world:
• Ex-Drivers (Hamilton at this point in time*)
• Motorsport investors (Toto Wollf + Nico Rosenberg)
• Private Motorsport Enthusiasts
Phase 9: Formula 1
Buy our Seat:
• Buy from underperforming Formula 1 Team
• Get backed/approved by FIA
What the fans will get out of this:
Fan will earn,
• An actual share in the Motorsport company
• Exclusive perks:
• Voting rights on liveries
• Investor exclusive paddock experiences (sweepstakes)
• Exclusive investor merch sent each year (free bonus)
• Investor exclusive tours of facility (sweepstakes)
• Investor exclusive invitations to watch race from pit lane (sweepstakes)
What this will create:
The largest media presence in sports history,
• Media coverage of how many fan investors we have
• How much money was invested into the team
• How many countries are onboard
• Social media following the young drivers from karting to Formula 1
With this we will create a massive fan base as fans connect with the young drivers since they are funding them and will watch their driving careers grow over the years.
What this creates is:
• Growing and loyal fanbase
• High merch sales
• High media presence
• Higher viewership of entire sport (Gains approval from FIA and F1)
• Higher chance of sponsors at each level, increasing revenues in all categories
This is the chance to create the largest and fastest growing fanbase of a sports team backed by the fans themselves ever. It will be a snowballing effect of revenue, viewership, sponsors with the end goal of getting 2 driver seats in Formula 1.
