Basically the Hex rule (aka the pie rule), is that after the FIRST move, the second player can opt to switch sides.

Thus, if white opens with e4 or d4, black could opt to switch sides and take the white side. However, if white played f3 black would not swap.

So white is incentivized to play as neutral of a first move as possible.
