16 bullets - 16 targets
I was thinking about why 16 (bullets/rays) is so important to Imu and the CDs. Now that I see how stuck in the past Imu is and how everything he does is centered on nostalgia, I figured 16 just might be the number of people he had to fight to take over the world. When I consider what prominent characters were around during that time and how much Imu hates the D, I came up with 16 potential targets.
