Live oak- what is happening?

There is flaking of the bark near the base. I am not sure if this is a pathogen or due to drought. there are no bugs or termites visible. is it fungus or bacteria?

recently the sweetgum next to this oak was removed because it rotted. you can see the stump next to it.

I am worried the oak is heading down the same path, what can I do about it?
