is a 100% mechanical Tidal Powered arctic ice maker a viable solo student startup?

First of all, I am a Business student, not an Engineering student, so start flaming me 😄

I have been wondering and sad for a while, about the rapid melting of our Arctic Circle, and I came up with an idea today that would be 100% mechanical, unless it is smarter to use a generator and a pump, so my idea is to anchor a hub with propellors on both sides, on 3 points underwater, with buoyant rings on both sides of the shaft to stop any rotating of the middle hub.

The moving waters would turn the propeller shaft, which would move through a planetary gearbox, an Archimedes screw or a rotating impeller inside the central housing, pushing water up a pipe and into a misting system small enough to separate the salt. Adding new whiter ice to the dark ground/old ice, what do you think about this idea? And is it viable to turn into a startup? I live in Western Europe, so grants, etc., are being given for green ideas.

Thank you so much for your time, and I have never followed an engineering class, so if it defies the laws of physics pls tell me. and if someone has a rough cost estimate for first MVP, i think 44cm props would fit just about on my 3rd printer
