1996 eclipse 2.0 base

Just curious what these white wires are for, tracked them back and pretty sure they go into the fuse box. No idea why they are connected to the positive cable like that though.

Car is dead

I have a 1996 eclipse base model 5 speed, my battery has 12.17 volts on it. The car will run fine all day if I jump it off but whenever I turn it off, the car is completely dead immediately (no lights or dings etc.). Could a bad battery do this or could it be something else?
