Kind of a newbie but..

Every once in awhile I’ll play against someone who just has an absolutely insane level of militias. Not like the usual size but it’ll be just a map full of militias spawning all over.. what exactly are the mechanics of this? Just trying to understand the game a little better with exactly how countries pull this off 😂
