Bought a used car on OLX last year, RC transfer never happened, now original owner is apparently dead and seller wants me to bring car at night for “verification”

Need some advice regarding a used car situation in Bangalore that has started feeling very sketchy.
Last year I bought a car through OLX. The seller told me the RC transfer/registration process would take some time because the original owner was “out of town”. I trusted him and took the car.
A year passed with repeated excuses and no RC transfer happening. Recently since the registration expires this year, I started seriously following up with him.
At that point he suddenly told me that the original owner is now dead, and because of that the transfer process became difficult. I have no idea whether the owner died recently or long back.
He then connected me to some “RTO contact” from Jayanagar RTO who asked for money for registration charges + bribe amount to get things done. I paid, but:
I received no receipt
The guy kept ghosting calls/messages for over a week
Whenever he answered, it was vague “ho jayega” type responses
Recently I finally got through to him and he said:
“They have sent for approval, collect your receipt from office on Monday.”
Now it’s Wednesday and instead of asking me to collect anything from the office, the seller is insisting I bring the actual car at around 8–8:30 PM so that this RTO guy can “verify the condition of the car” and hand me the receipt in person.
The thing that is bothering me:
Why would RTO verification happen at night?
Why was there no receipt/application number till now?
Why insist on bringing the car physically?
When I said the car currently isn’t starting, he still insisted I jump-start it and bring it
This whole thing feels extremely unofficial and suspicious.
I currently have possession of the car and some documents, but RC is still not transferred to my name.
My questions:
Is there any legitimate reason for an RTO-related verification like this to happen at night?
If the original owner has genuinely passed away before transfer, what is the actual legal process now?
What risks am I facing by continuing to use the car?
Should I avoid meeting them entirely unless proper documentation/application numbers are shown first?
Is it possible the transfer process was never initiated at all?
Would really appreciate guidance from anyone familiar with Bangalore RTO
