Finding elective in Chicago

I want to do elective in USA I can’t apply via vslo I found this agency who make it easier but they charge 2000$ per 4 weeks in these hospitals are these good hospitals to apply or I just have to keep cold emailing
And have any tried amopertunities
Any advices
