Can I cancel my 2nd year admission?

The thing is I gave jee and cet again but I didn't take a drop went to a clg through management. Cet results are in June and they be saying to do the payment and admission before the end of sem 2 exams. So if i get good percentile and wanted to start 1st year again in a better clg can i?. As to why I gave it again it was just that I don't like my clg.
