Hydrants illegally uncapped?
Walking around the neighborhood it looks like there is a ton of uncapped hydrants today. I understand there a legal and safe ways to do it and have the Communities enjoy it on such a hot day, but I’m seeing a lot that look totally open with large volumes of water wasted. Is this being done on purpose by the city or just illegally? There aren’t even people around many of them
