Buyer vs Dealership

I bought a Truck from a dealership. During the process I noticed two big rust holes on passenger frame (idk anything about cars) I brought it up to the dude and he told me “It’s fine, because it’s in the middle of the truck and not near the front or rear.” I brought it up two more times during the process and he said the same thing. He said I don’t have to worry about safety. His post claims truck is reliable and dependable. After I bought it I wanted a second opinion and took it to a mechanic for inspection, and mechanic deemed “Structurally unsound to be on the road, if vehicle got in accident would not be strong enough to take the hit.” Also said he recommends “Not hoisting it.” So basically, the dude sold me a car that I cannot even drive legally. From my understanding due to specific Iowa codes and laws, it’s illegal to sell a vehicle not safe for the road. And what he did is fraudulent and misrepresented. I reached out and asked for my money back and showed him proof of the inspection. He said the car is “as-is” but from my understanding what I just mentioned, can waive the whole “as is” thing. He refuses to give money back. I reached out to both the DOT and Attorney General via email. I submitted a small claims with the court and paid for him to be served by the sheriff. I also submitted all evidence. Email to DOT/AG, Picture of frame, the inspection papers, witness statement, Iowa codes I believe are violated, texts from him saying “I’ll find you a new car at auction” rather than giving me money back, purchase agreement, etc. How do you guys see this going?? Do I need to do more? Am I right about Iowa codes/laws?
