Tag Tracking Idea

I am looking into tracking Tags for android, primarily for my pets (dogs, cats, tortoises). Also for my wallet, certain tools, other items during travel. I don't want to spend $50 a tag.
iPhone tracking Tags are the best it seems due to the way they have their basic settings on iphones. Basically a tag is tracked based on other iPhone users, and the setting for pinging their phones. Where as for android users it's a setting that needs to be turned on (such as Bluetooth), from my understanding of reading about it.
So on to my idea. If I need more android phones to have Bluetooth or whatever setting turned on, can I just use two or three old phones to do this? Bluetooth doesn't need service/SIM card to work. But maybe Wi-Fi is needed? If so I can still connect to my router or my personal phone with hotspot.
Example: I have 2-3 phones connected to WiFi, with Bluetooth on set at opposite ends of my house, and 1 in my shop (on my property). Dog leaves the yard and goes a block or two over, which is approx 500ft-1000ft. Would the tag app use the other phones to ping the tag so I'm able to track it?
Do other devices such as tablets also ping or just phones?
