If anyone is using an External Agent (instead of Zed Agent), have you experienced issues with command/tool permissions? For example, we’re using Copilot and it seems like everything it wants to do requires that I grant it permission. This could be an explicitly-marked shell command like `sed` or a more ambiguously-labeled action like “Analyze branch divergence”. Hitting “always allow” doesn’t seem to do the always part.

I’m trying to figure out if this is a Zed issue, Copilot ACP extension issue, or some combination of the two. As it is currently, using Copilot as an external agent is practically unusable.
