Is Cinderblock skirting ever structural?Staircase cracks!!!!

So I live in an older doublewide with cinderblock wall skirting.The previous owners(family) told me they had it constructed like that to be considered a foundation because the deed to their property wouldn't allow mobile homes but they spoke​ to a lawyer and found if they had it built that way it would be considered a foundation and no longer a mobile home(every single person in the subdivision did the same thing. LOL)

My issue is I was looking closely the other day and there are staircase cracks in the skirting on all 4 sides some big enough to put the tip of a flathead screwdriver in and some not big enough for a peice of paper it's just noticeable if looking with a keen eye. I'm trying to figure out if it's structural.All but one of them start above the ventilation grilles and continue again under the vintilation grilles and staircase along the mortar as they go to the ground but there is one crack which is not at a ventilation grille and is just noticeable if you look really closely that zigzags straight through a cinderblock before reaching mortar and starting to staircase from there.The house did go through an earthquake once about 10 years ago if that could cause it but would the cracks be wider after all these years?

COULD THIS BE STRUCTURAL!!!!
